In Connecticut, the law indicates that if your neighbor's tree fails (meaning the base of the visible trunk is rooted on your neighbor's property) and falls onto your property, the portion on your property is entirely YOUR responsibility to clean up. The Arborist Law is designed to help you. It basically says that if a tree is inspected by an arborist, determined to be a hazard, and the owner was made aware...then if the tree falls on your property, it is the tree owner's full responsibility to clean up.
